This is your guide to things you should know about your community and the Fallstone Homeowners Association. Here is useful information about what is available and a summary of some of the services and amenities, as well as some of the rules and obligations, that apply to every resident of Fallstone.

The Fallstone Community is governed by the Fallstone Homeowners Association (FHA), comprised of five members of the Board of Directors. To learn more about the Board of Directors and the Board Members, click here or click on the icon located on the left.

The Board of Directors has decided to post the Bylaws of the Association as well as the Articles of Incorporation for homeowners to access online.  Click on either of the above links to download the documents in PDF format.  Additionally, a Board Meetings page has been added and contains meeting agendas and minutes (these are password protected, contact a Board Member or the Webmaster for the login name and password)

Quantum Real Estate Management has been retained for the day to day management of the common elements for the Fallstone Homeowners Association, under the direction of the Board of Directors. This includes both the physical and financial management of the community as well as advising the Board when necessary.

Please remember that living in a homeowners association means that you accept that you are a member of a community where the decisions are made by a group of interested parties. You can’t always do exactly what you may want to all the time if, as a result, you infringe on someone else’s privacy or rights, or violate any of the rules, covenants, and bylaws of the Association. In this regard, the most significant restriction is the outside appearance of your home. The Architectural Control Committee is the appropriate entity for resolving all such questions. In this regard, you should have in your possession a resale package containing the Articles of Incorporation of the Fallstone Homeowners Association, Inc., the Declaration of Covenants, Conditions and Restrictions, and the Bylaws of the Fallstone Homeowners Association. If you did not receive a resale package when you purchased your home or lost it and would like a new one, they can be purchased from Quantum. Homeowner Items

A/C & FURNACE: These are the responsibility of the homeowner and are to be maintained, repaired and replaced by the homeowner.

EMERGENCY MATTERS: All emergency matters should be directed to Quantum at 301-941-8040 during normal business hours. For any police or fire matters, call 911.  Please remember that routine maintenance is not an emergency.

HOMEOWNER RESPONSIBILITIES: The Association is not responsible for any repairs or maintenance of the homes, including, for example, the roof, siding, brick, etc.

INSURANCE: The FHA maintains a master casualty and liability insurance policy for the common area only. Homeowners should arrange privately to insure their personal property and home. The insurance agent for Fallstone Homeowners Association is Charles Baum. If you are in need of a certificate of insurance, declarations page, or any other insurance information, please contact Mr. Baum at 301-681-7404.

MONTHLY FEES: The monthly fees for every unit in the Homeowner's Association is currently $110.00. Fees are due on the 1st of every month and are considered late after the 15th of the month, at which time a $15.00 late fee is assessed to your account. The Board of Directors has arranged a direct debit program for all interested homeowners. Any homeowner that is interested in having their monthly fees directly debited from their bank account should fill out the direct debit form and send it to the Quantum main office along with a cancelled check.

ROBIN PARK: This park is for the use of every homeowner in Fallstone and is maintained by the Association. Please obey the rules posted concerning the use of the playground equipment. Everyone is expected to clean up any trash resulting from their use.

WINTERIZING: Drain and shut off the water to your outside bibs before the Winter season begins. Not doing so may result in freezing of the pipes and an unwanted problem. Instructions for doing so should be attached to the appropriate pipes in your utility room.

Association Matters

BOARD MEETINGS: These are held periodically, approximately every two months. Every homeowner will receive ample notice of any meeting through the Fallstone Newsletter as well as through updates on this web site.  If you have an issue that you want discussed at the meeting, please forward it or communicate with the property manager or any of the members of the Board. Email addresses and phone numbers can be found on the Board of Directors page. 

CONCERNS AND COMPLAINTS: If you wish to report a complaint concerning one of your neighbors, please contact our property manager or one of the Board members. Preferably, concerns and complaints should be made in writing.

ANIMALS: Section 7.2(b) of the Declaration of Covenants, Conditions and Restrictions, provides, among other things, that pets are to be maintained in accordance with all laws and ordinances. Pets must be attended to at all times and it is against County law to not clean up after your pet. These rules apply to the areas immediately outside the fence around our community. Failure to follow these laws and rules can result in fines.

PARKING: We have a very limited amount of on-street parking and it is intended for the use of Fallstone guests only. There is, of course, no parking where the curbs are painted yellow and/or “no parking” signs exist.

Contractors and Association Responsibilities

LAWN CARE and LANDSCAPING: The Association takes care of landscaping of the common property and arranges to mow lawns throughout the community during the growing season and treat the turf with chemicals periodically. Fenced-in backyards that do not allow access to the mowers will NOT be mowed. If you have any specific issues with the landscaping, please contact the Landscape Committee by clicking here.

SNOW CLEARING: You are responsible for clearing snow from your driveway and front steps, etc. The Association arranges for the clearing and removal of snow from the streets and sidewalks. Please note that the snow plows push snow and this could lead to snow being pushed in front of certain driveways. If your driveway becomes blocked, please call Quantum at 301-816-0800. Snowplows will make a pass through the community after the first 2 inches of snow have fallen and continue making passes as needed until the snow has stopped. Once the snow has stopped, the plow will come in and try to clear as much of the roadway as possible and as many of the guest parking spaces as they can. Sand and ice melt are put down on an "as needed" basis. The Association does NOT arrange for snow removal of your driveways. The contractor is instructed to not clear any driveways until the entire community is sufficiently plowed.

TRASH, RECYCLING, AND BULK TRASH COLLECTION: Trash is collected on Tuesdays and Fridays. All trash and garbage MUST be placed in a covered container to comply with county ordinances. The containers must be kept out of public sight except during trash collection days. Recycling is collected on Fridays. Homeowners are responsible for disposing of any bulk trash. (Once or twice a year, the Association arranges for a dumpster to be placed in the community for a few days for disposal of bulk items. You will receive ample notice when this will occur.) Failure to place trash and garbage in a lidded container is a violation of Montgomery County law and Association rules. Non-compliance can result in fines.

TRASH AND GARBAGE CONTAINERS: Montgomery County law supports the Fallstone rules: Trash and garbage containers shall not be permitted to remain in public view except on days of trash collection (Tuesday and Friday) and the evening prior to such days of trash collection. Furthermore, plastic trash bags are not acceptable. Trash and garbage must be placed in standard trash or garbage containers. As a practical matter, birds and animals break open the plastic bags and the contents are strewn over the street creating an unsightly mess! We ask that everyone follow these simple rules. Failure to follow these rules may result in a fine.

GUTTER CLEANING: Included in your assessment is a twice-a-year gutter cleaning which normally takes place in the Spring and in the Fall.

STREETS: The streets are part of the common property of the Fallstone Homeowners Association. Repairs are made on as-need basis. Periodically, they are resurfaced as part of a preventative maintenance program.
